According to Reinheart's post below, I think that's what it means.



It would be pretty silly to only get the message at log on unless there was a reason they had to implement the feature in such a limited way due to time constraints.

I'm reminded of the NPC linkpearls in 1.0. It makes sense that we'd give them a two-way linkpearl.
