Yes, Ruin II is more optimal for using oGCD actions between the GCD. Also, if in melee range using Ruin II allows for more AA procs as opposed to using Ruin. The ratio for AA is about 9 out of 10 Ruin II casts will proc an AA while the ratio for AA is about 1 out of 5 Ruin casts.
