They didn't really. The game never takes the max it could, and the post completely ignored the fact that it also doesn't make use of 2GB physical RAM even if its available. In my post I detailed the total it takes with physical + virtual and where that caps. Even taking the 2GB limit into consideration, there is still an issue where the game is not using the amount of physical ram it needs, which would be much quicker than what it does right now, usually near enough 1:3 relationship between physical usage and pagefile usage.
Edit - I updated my original post in the bug forum to include my omission of the addressing limit and comment on the physical RAM side of things. I think we also need to take this into perspective by asking the question, "why does the game need to use so much RAM to load other players? And why does it not use more PHYSICAL RAM in doing so?". That is the main points and nature of the 'bug'.
