Lobby Server Unresponsive

A friend of mine is having some issues with his client, but isn't very tech savvy so I'm gonna try to help him out here. If there have been any changes to access in South Korea recently, that's where he is and it may be the issue.

If the problem isn't his location, here's some info: The situation began when his Boot client turned red and wouldn't download anything (He's been playing just fine for months). I manually patched the bootclient, however, after it turned blue again, no patches would download. It sits at zero for five minutes and then times out (11030).

He has no router, but I forwarded the appropriate ports through his McAfee software, anyway, to no avail. I've also tried editing the ver files, which did pull up requests to download other patches, but none of them sent any information successfully, so I set it back to the correct numerals.

I don't think his computer is communicating with the Login Server at SE, anymore. From my computer, I can ping the IP from my own PC (219.117.154.110) and I get a request time out, which is usual. But from his PC, I receive "Destination Unreachable."

Eventually, we patched all of the updates via third party downloads and he got online - but other than that, the patcher is completely unresponsive.

Any idea what's going on here?

Windows 7, 64-bit, all drivers + direct X up to date.
