Now, party-based Levequests like this would be a different matter. It's got your lockout, enemies appear in the open-world (as good as it's gonna get without just being a FATE), certain leves could be linked between parties, difficulty-scaling based on what the party/alliance thinks they can handle. The only thing missing would be the chained tiers, which can be programmed if it's planned for.
I was thinking about the times when you have 12 people who are friends and want to play the same content but right now you can take 8 members for a guaranteed party and have the other 4 queue up and hope they get same instance. or those 12 people go and fight some challenging open world content in an endgame specific zone.

If we could form our own alliances in game, party/alliance based guildleves would work perfectly.
