It'll probably be complaints about how the group is disbanding because tanks/healers left, and no one is joining because all those "fishers" are locked out (and doing other things while you wait in the instance).
This is really starting to annoy me as well. I mostly see it with CT, but it does happen on DR sometimes too. Something needs to be done about it, but what exactly I'm not too sure.
I like what was proposed once upon a time: 30s before you can re-queue, which will build each time you withdraw.

This or BETTER give us an option to "join ONLY party in progress": problem solved.

The 'Join Party In Progress' button is not a speed pass. It is not to 'get to the right boss' or to 'get the myth and get out' its...to help people. It's a kindness button. It was put in game to allow parties already in a duty a way to fill a spot once someone abandoned them so that they could finish the duty (otherwise, in many cases, they would have to leave the Duty themselves once one person dropped group due to low DPS/no healer or no tank).
Most parties I join in progress are relieved when I join because their healer abandoned them (usually because a DD messed up once and died or because the tank is new or the healer got pissy when it wasn't a speed run etc) and they had to sit and wait...and watch people NOT accept a 0/3 progress cue...or people join and then leave due to where they are. It's sad. If you select 'Join Party in Progress', you should be doing it because you want to HELP...not because you are impatient or greedy.

Multiple ways to fix this.
People who spam withdraw more than 4 times within a certain amount of time get a 30 min lockout timer just like people who abandon.
People who leave the dungeon early because they get their loot on first/second/third boss, put all the chests at the end of the run.
It gets very frustrating queuing up just to see people spamming withdraw because they would rather not do the dungeon and make everyone else have a miserable time waiting to get in. Even queuing up as a full party for CT, we had to wait for 20 minutes because so many people were spamming withdraw. Don't get me started on the people that leave as soon as they get their drop. Loot should be awarded after the dungeon.

People would go even more crazy to just join the last boss.... UNLESS!!! Tadatada!!! You make the players able to roll only if they were there for the kill of the corresponding boss for each chest.

I partially agree with you, but I also think that it is a good option for someone with short time to spend to try the "luck" and join an in-progress party; nothing shameful there, imho.
The problem is when people refuse fresh new instances seeking only already started parties and "withdraw". Maybe the "join ONLY party in-progress" could be limited to once per day or twice.
Right...you are therefore both impatient AND greedy...
Not what 'join in progress' was designed for.
