That's the caster version, there's a healing version too that is coloured differently. We'll probably get a few dyeable versions in 4.0 as leveling gear.

That jacket is a caster jacket. There's a Healer version and a Black Mage/Summoner Version. It drops from either of the current Duty Roulette Ex dungeons!
