probably a permissions issue on the files.
see if running it in administrator mode works.

It didn't help me. I tried to reboot my PC, but nothing has changed. Are there some ways to repair my client, or I should delete game from my PC with all components and re-install it?

A couple more things you can try are disabling your antivirus that for some odd reason may be locking the file access or renaming the folder "C:\Users\{pc user}\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn" temporarily to something else, this will make the game recreate the whole folder.
If it works, move the FFXIV_CHR~ folders to the newly created one, otherwise back up the old "C:\Users\{pc user}\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn" folder and try reinstalling the game.
