Fish for maps - results?

North Shards got me a goatskin map~ Which is what brought me here. x;
Might've been not perfectly at north shards I guess - could've been in a spot thats not considered north shards exactly x:

I've had the same thing happen. The 'you're at north shards' area is pretty small before reverting to a different fishing spot. Generally be as close to the middle area as you can. Pretty much every other time I've always gotten the map I expected from the fishing spot I visited.
