Parry and block could be tiered, or it could be completely linear and you're just seeing a rounded number on the pop-up. There is no proof one way or the other and both of those possibilities would look the same. i chose to believe it is linear and we're just seeing a rounded number because nothing else in the game is tiered. Why should this be the exception?
