    -2146697211 can be converted in hexadecimal as 800C0005, that in most cases means access denied.

    Try going in "C:\Users\{pc user}\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn" and delete "FFXIV_BOOT.cfg" first. This probably will make the launcher start as on first launch.
    If it doesn't work try also deleting "FFXIV.cfg" but this will remove the in game system configurations.
    You can also rename instead of deleting them, so you can rename them back if the problem doesn't get fixed anyway.

    It may also not be related to those files, in that case check if anything got installed on your PC that may be messing with the launcher.

    Could also try the old right-click and run as Administrator in case it's a permissions issue (old workaround for User Access Control problems). If that gets it going, you can set the shortcut to always run as Admin in it's advanced properties.
