I just did this simple little test in one of the other threads complaining about the updater.
Searching in the FFXIV folder on all files modified on or after 6/15/2011 gives me a total filesize of 27.6 MB.

It's easier and more efficient to just send the entire changed file back over than to only send raw data, that now has to infiltrate your PC, edit your file, save the change, and exit.
Almost no developer ninjas raw data into files to save download time. Almost all of them send a fresh copy of the entire thing over.I beg to differ. So, for those of us who have monthly download quotas such as in Australia or Canada, we just have to accept that SE is going to waste our bandwidth?
Great can't wait to redownload major content updates over and over and over again.

Took me 8 minutes to download this patch, and I did it right at 8 at prime time.
This is a masked rage at not being able to play NOW NOW NOW NOW. Chill the **** out and go sit on the porch or something for that 10 minutes. They have bigger things to worry about than the play time you lost while downloading 300 mb's.
What is this, 1994?

First, my patcher has never worked properly since beta and updates can take anywhere from several minutes to several hours for no apparent reason zeroing out periodically for long spans of time. The smaller the file the better to minimize this annoyance if they aren't going to get the patcher to work properly on that front ever, which is apparent at this point.Stop whining.

Second, as Cutriss said, some countries have bandwidth usage caps and those people would prefer not to have their bandwidth wasted on a shit sandwich of an update.'
Third and lastly, this isn't a "stop whining because you're impatient" issue. The updater and the way the updates are pushed through are both a pile of garbage. People would be perfectly willing to wait for massive patch sizes if it merited the wait. This is just waiting for the sake of waiting.

It's so someone installing the game fresh only has to download the most recent patch and not each little patch individually...
It does suck for us who've been around for every patch... but someone who has not played since like January would probably be happy about it

That's only logical that you download them sequentially one after the other if you haven't played for a long period of time. It's a rational and sensible conclusion. I think even if it isn't as Akuun says and despite the fact that it's the same amount of data it takes longer, that still causes less of an annoyance to fewer people than this method does. Guys, the patch is 328 MB so that folks that just installed the game don't have to run though multiple patches to be able to play.
I just reinstalled windows on one of my PCs, when I was installing the patch last night on that computer, I was thanking SE for taking the approach they did.
