I will be very disappoint if this isn't fixed after 1.18... I would hate to be re-downloading 1gig+ over and over again when they start rolling 1.18a,b,c...

I don't know what went wrong because in beta I remember patches of various sizes, even down to 5mb.

Last two have been 300+ MB each, and they aren't the same, all are different file names based on date. Sometimes the patch will include the one before I've noticed.
The 1.18 patch will be a ton of data, and they have been adding it in since 1.17a so we don't get hit with 1GB via crap patcher client on that day.

Caution : These megabits listed are incorrect and are for example purposes only.
1.17(300mb) + 1.17b(30mb) = 330mb
1.17b(330mb) + 1.17c(30mb) = 360mb
Its a new name, but your re-downloading every patch basically.
This is just a small taste of the real nightmare which begins at 1.18 or after...

They havent added in any of it, unless it was all in 1.17, but 1.17,a,b,c all contain the same data with only a few mb difference of the new stuff (sometimes even a few kb's difference)
Read Joekings post and you'll see how it works.
Come 1.18 when its 1gb then 1.18a comes out and its 1gb and 2kbs and then 1.18b comes out and its 1gb and 2kbs and 5kbs and you think WOW 3GB OF NEW STUFF no 1gb of new stuff + the same GB you downloaded earlier in the month with an additional 2kbs, + the same GB you downloaded before when you downloaded the same GB as earlier in the month but now doing it a third time, + the previous 2kb's you downloaded + the new 5kb's
So unless they added in 1.18 stuff into 1.17 (not a, not b, not c) then no they've not added anything in yet.
Its most likely placebo which fooled you.
Don't forget they aren't just old patchs, there are even features not yet implemented. Like the cutscene rank 51 or coerthas's sidequests.
Maybe they are working on a new patch / login and they do not lose time on the current?
6 months without changing anything on it is strange.
I will not be surprised to see a new patcher for the big patch 1.18 (I hope, otherwise some will bring the week to update the game ...)

SE doesn't understand delta updates just yet apparently.
I just did this simple little test in one of the other threads complaining about the updater.
Searching in the FFXIV folder on all files modified on or after 6/15/2011 gives me a total filesize of 27.6 MB.
