Because everytime someone are win second time, they rob someone else of rare exclusive prize. Winning again are reward nothing more than bragging right.

No because people make for get banned from forum. They are unable for do IN GAME contest because of OUT OF GAME forum. Now you might make for say "Well if they're banned from the forums they shouldn't be allowed to participate to begin with". But these people are no banned from game. They are for make play all day. They are still unable for take part in game contest because of forum. It are no forum contest, it are game contest with game reward.
