Marques NPC not responding

In-game time: 1st noticed after I got the error 90000 from Odin FATE at 1PM EST Saturday.
Area and coordinates: Eastern Thanalan, X:11 Y:21
Steps:
1. I talk to Eaduuard, who gives me an object in my inventory to show to Marques
2. I try to talk to Marques, nothing happens, plus the item I recieved from Eaduuard is not the item I need for the quest.
3.I restart my computer. It's still broken. I am unable to abandon the quest and pick it up again, as it's a story quest.
