1. Remove 75% of the Fates, especially after level 15ish.
2. Triple open world mob exp (at least) to encourage party exp-ing
3. Setup party finder to create party groups for #2
4. increase dungeon exp to the amount you get during a roulette run

To me this forces players to learn their roles for endgame stuff. It also moves more players into the DF so should help with long wait times for DD's. More reliance on other players promotes communication, cooperation and a better environment.
