I've gotten Cutter, Qarn, AV and Titan in low level roulette.

I think it's affected by cases where people are queued for specific dungeons. In the cases I mentioned, I was paired with people who were queued for those specific instances. When I get the low level dungeons, like Sastasha, I've noticed it's almost always with people simply using roulette.
