For the new event, where do i get the red uma kabuto?

Limsa Lominsa (hence the colour), specifically the square south of the Adventurer's Guild on the Upper Decks. And the third part you have to go to Ul'dah. Like the Halloween and Lightning events you need to have airship access to do this event (hence the level 15 quest requirement).

thanks a lot, i have another question, how can i get seals? cuz i need to get 2k to get my mount, but there aren't delivery quests posted at all

Do GC leves and/or do some FATEs and you'll have the seals in no time.

There's a Grand Company hunting log which rewards you a good amount of seals aswell. On a side note, you have Supply & Provisioning Missions available at your Grand Company's headquarters and GC NPC issuing GC leves.

Leves and fates for sure to get your mount. BTW mounts use to be 10,000 seals so i am glad this was changed

Do you mean on version 1.0? Chocobo whistle costs 2,000 company seals since ARR's release...

Any sanctuary. That's any of the starting cities, inn rooms, FC houses, or anywhere with an Aetheryte you can attune to for teleporting.

Yes when i seem to recall it was in fact 10,000 seals
