Commendations For People You Didn't Queue With

I always queue for dungeons, PvP, etc, with my husband. This means I can never give commendations to people. I don't mind not being able to give commendations to someone I queue with, especially since my husband sucks at this game, but I would like to be able to give commendations to people I didn't queue with, if possible.
