Bug on catching Mushroom crab.

I managed to get the HQ Common Sculpin many times during fog and cloudy weather. When I go to mooch it casts it back out, waits several seconds then says nothing bites. Did SE try to fix this in 2.1 and glitch it with something else? Anyone else have this problem since 2.1?
