Unable to solo queue for Labyrinth of the Ancients

Steps:
1. Since queuing for Labyrinth of the Ancients for the first time solo, I have been unable to be placed into a group while queuing solo since then. This has been going on for at least a couple of weeks.
2. I have waited upwards of 1.5 hours on a single queue as a bard only to have a friend queue as a monk and be placed in less than 10 seconds while I was still waiting.
3. I am however able to enter the raid as part of a group as long as somebody else is the leader.
4. I have also tried queuing solo as a scholar, and have the same results.
5. I have also tried queuing at different times during the day to account for how many people will be online.
6. I have also tried uninstalling and reinstalling the game, but it did not solve my problem.
7. Everything else I queue for seems to work just fine, though I have not had the time to try everything on the list yet.
