Character Restriction on Rangnarok

Hello guys,
first sorry but I did not know where to post this.
Second our Problem:
We are a group of frieds playing on Ragnarok, some playing longer than others. They even have a pretty nice FC there.
Today a friend of us decided to play and bought the Game. He tried to create a character but it says it is restricted. Which pretty much sucks to be honest, because we want to play together!
And if we all had so swap server it would cost money, and we would lose the FC and I am not even sure if one is allowed to swap from a legacy Server to a regular one.
So the question is, will there ever be a time (and if yes when?) to create a character onto Ragnarok? Or are there even other possibilities so we can play together?
