Considering you don't get a penalty for leaving a fully-premade party instance and can then boot him and try again? yes, it is a good idea.
When you get to the last boss in AK with a group that takes almost the entire duration and have 17 minutes left on the timer, NO it's not a good idea. What even makes it a good idea? What is the reasoning for not being able to remove someone that's offline for 15 minutes in a premade group?
If it was a premade group, you cannot replace anyways yet. which is a problem. and one annoying one. hell. even in pug it's annoying not being able to replace someone from your friendslist or whatever but it's definitely an issue with a premade.
though I guess the issue is the instance-server and the data coming from different servers (the characters, that is)
I wonder how other games with cluster servers handle this. in TSW for example you could always invite whoever you wanted, no matter which server they came from
