Would make it so a loot cannot be attributed to someone who hasn't rolled solve it without creating other problems?

If timer goes out and you haven't rolled on it, it would be considered a pass.
If every other player has passed and you haven't rolled yet, then timer keeps going. (that's the case on every chest except the last one).


To prevent an instance from going on when all players have already left, just consider everyone leaving while the instance has been cleared a "full pass", basically, when the last player leaves the instance, and hasn't rolled, end timer with loot "unable to obtain".


Would there be any downside to this?
