Revert The UI3 changes

As it is currently now you can never do a Bliz 3 > Fire 3 cause the delay will cause the Fire 3 to not benefit from UI3 cast reduction. This is painfully annoying in PvP when you have to rotate UI3 and AF3 to do some damage and have AF3 to do near instant Freeze.

Blizzard 3 had this issue before 2.1. Rolling back the changes wouldn't accomplish anything, so just learn to deal with the 1/2 second wait.

That's the problem why should the buff have a delay timer? Why does Firestarter have to wait for the projectile to hit before getting the proc? It's silly that you have to wait half a second before a cast instead of chain cast queuing.

They actually changed this with 2.1, not sure how you haven't noticed it. Firestarter now procs (well, if that cast procs it) as soon as your cast for fire goes off. If you don't use fire as fast as you can you can hit every firestarter proc with less wait than pre 2.1.
