Possible Levequest completion bug

Summary:
On a level 19 ACN, I was given the level 20 Levequest "Treevenge" by Nyell in Quarrymill as part of the "Leves of Quarrymill" quest. Upon completing the leve, I was unable to complete the leve since I was not yet level 20. I returned to Aleport to get more level 15 leves from Orwen, and found I could turn in the Treevenge leve, despite the help text instructing me to report back to Nywell in Quarrymill.
