Read what Ingenuity does. It lowers to 3 levels below your current level, but if the item is already below, what do you think it does? Basically you get stuck on the "lowers" part when you should focus on the "3 levels below". Now is it a bug, who knows.

Yeah, I mistyped I actually meant 328 craftmanship. I was using it because I was so used to my routine while crafting 2 star recipes that I used it again on the dodore doublet out of habit, but I was very surprised by those results. Also, I'm using Ingenuity I, not II. Additionally, how can I get 85 progress when bringing down a lv50 recipe to my level, when a lv47 recipe without ingenuity gives me 49 progress? The whole calculation seems wonky or the description is very inaccurate as to the actual effects of the skill. How can I progress 85 on a lv50 item with the skill when a normal progress on a level 47 item is 49?

You are describing Ingenuity II, I'm using Ingenuity, which lowers the recipe to your current level. In either cases, it still doesnt explain how Ingenuity could be detrimental to an item. Especially when you consider that using it on an item lower than me reduces the progress below the progress I get on an item my own level (43 vs 46 in initial post's example). It really looks like it made the Dodore doublet a lv53 recipe.
