Not to be the bearer of bad news, but my guess is that everything in the Dev comments and Letters is not coming in two patches. On my schedule you could get 1.2 by end of summer (September 21 - Essentially the one year anniversary)

Although you are right...we got 1.17a (it had Guild Tasks and some new Sidequests) on April 25 - that's a full 10 weeks between real patches
