I think the average player has less than 100k. If most people were running around with 500k+ then 8 mil wouldn't be crap for a small FC to come up with for housing.

You also have to keep in mind not everyone is going to fork over their entire fortune for the FC. There are even quite a few posters here in this thread saying I gave my FC "x" amount of my "Y" total gil.
