Steps:

Luring Lacovie Beastman Quest. The quest requires three Bronze Tortoise to be killed to spawn Lacovie, yet Lacovie will not spawn after three kills. After the third Tortoise is killed, for every kill after I get the message that Lacovie has appeared to defend her offspring, yet she does not spawn until I kill many more Tortoise. The fewest kills it's taken has been nine. It has sometimes taken over 30. I will often abandon and re-accept the quest, but it does not seem to help. This morning it took me 90 minutes of killing Bronze Tortoises to get Lacovie to spawn.

Am in the same i kill 3 it dose not spawn i walk away do the rest first come back take out one turtle and it spawns for some one else of the turtle i just killed. nearly every day i have this issue of wasting time on that one.
