Endless queues

At first I thought this was a fluke, but I've had a friend report the same and had it happen twice to me today:

Essentially I queue for a duty roulette (low level to be specific) as a DPS. Now normally queues are long for DPS, nothing unexpected there... what did throw me off is when I was in queue for over a hundred minutes. When I dropped and re-entered queue I was able to pick up a group in 25 minutes, which is more in line with normal experiences for me.
