A 1 to 3 minute lockout would fix the problem without punishing people that made a mistake and queued in the wrong instances.

You can always RP just as much as you could in FF11. Open the party finder, leave a comment that says "RDM/WAR LFG", and sit in town for 6 hours.
Replacing your argument with crassness doesn't make it any more compelling.
Only going to get worse as the weeks go by and people get their weekly loot, by the 6th week many will be farming for one piece and being very selective in the bosses they want to fight as they're most likely TIRED of all the farming. I know I will be

Yeah they really need a lock out, make it 2-3 minutes and increase the timer each time they have withdrawn in a certain amount of time, so lets say they withdrawn 3 times in the past 10 minutes they should be getting close to max lockout for doing it, the lockout cap should be 10-15 minutes and will go back to 2-3 minutes lockout after an hour that'll stop people from doing it I hope. It's bloody annoying having to wait a very long time or end up being pushed out of a group for an even longer wait because some a**hole thinks it's fun to spam withdrawn constantly till they have a group with more players in. It's not fair at all and extremely annoying.

We could *cough* once again take a page from WoWs book, and simply not give people the choice of an in progress run or not (when it comes to roulettes and duty finder raids).Nobody would even attempt to use join in progress then, because tehy won't know if they're getting a fresh group or one that is actually in progress.
Yes, PART of the point of join in progress is to help people, but if there was no benefit to you for doing it, nobody would and thus, you'd never find new members if someone leaves. I think it would suck more to no longer be able to search for replacements than it would to stop this slightly annoying issue.

I've been getting a lot of "Duty Finder encountered and error. Please try again in few moments." errors lately when I've pressed join. Had to relog before I could join the dungeon. Could also be that for some.
Yoshi-P is doing his best and is patching Endwalker. Please wait warmly until it is ready.
best way to fix the issue is to separate the queue. Make players who queue for in-progress just be able to join in-progress games, and never match up with people queueing for brand new games. That way, people who queue for in-progress can sit and wait a long time until a spot opens on an in-progress instance, and people who queue for new games wont have to deal with others withdrawing

Waiting on a queue, entering a fresh run, having people drop because it isn't "in progress" and being stuck there while waiting for a replacement isn't the solution. Or worse, no one refilling ranks because if you run the risk of getting a fresh instance, might as well make a pre-made speed run group.
Yep, as above "Join in progress" should be mutually exclusive. That's all it would take to fix this. Don't need penalties (although a lot of people deserve them for their levels of selfishness).

Last days I registered to Level 50 quests via Duty Roulette. Whenever I wasn't added to a WP or AK run, I stood alone at the start of the quest. Hauke, Pharos, Copperbell..all empty places. Seems some people are only playing the old quests and as soon as one of the new ones pops up, they leave. What is wrong even if you never played that quest? Before you try you will never know if you can make it or not. But on the other side, I had a 85 minute WP run yesterday which was uber ridiculous. I don't even want to imagine how a Pharos or Copperbell run would have been with them lol.
