I bought a few materias that is supposed to give Craftsmanship +5, but when I try to meld it on my Weavers gear, it only gives me +1 and sometimes +0.

Items have caps for various stats that can be added to them, and you can't add more past the cap. If you try, the materia's stat will turn red and it will give you that message about the level not being high enough (higher level items have higher caps, but honestly they could have explained it better).
Damn, that sucks.
so what does it go by the materia or the gear your trying to meld it too?
The gear determines cap. Most gear is already capped or near cap on main stats, so you're usually going to be melding secondary stats like determination, critical hit, and spell speed. Most item databases on the major fansites have melding caps listed in the comments of the most commonly melded items.
If you consider the fact that it allows you to use lower tier materia to max out an equip, it no longer sucks because it is affordable.
