Why not increase amount of marks and XP won and loss from 4v4 to create more participation? I'm sure more people would be willing to take the time to form premade groups if there was something worth fighting for.

Agreed. I think bumping XP to 50 for a 4v4 win, while adjusting marks accordingly, is a fair number.
My guess is that there is too much incentive right now for people to make 3 man teams that can go against complete pug groups that increasing marks to take matches against only other premades (that will result in slower matches and lower odds of winning) would be next to impossible unless you doubled or tripled the marks and this would not be reasonable. Those 3 man premade matches where most are fully geared in at least 70 lvl are usually over pretty quick (unless they are paired against another 3 man premade) and 50 points for a match that lasts a minute or two is a dang good accumulation rate.
I stood next to someone in the Wolves Den that was queuing in 3 man and his/her queue popped within seconds of getting out of each match. I know this as we were chatting and I could get no more than 1 sentence off before he/she was back in. My average wait time as a solo queue dps during this time was right around 16 minutes. I think with the fast queue time where a 3 man can go against a total pug group would be impossible to match by increasing marks for 4 man.
Although I would like to see anything more than a 2 man always matched against other premades, I cannot legitimately complain about this as I too have the option of also forming a premade.
