Quest "Getting Even with Garlemald" unable to complete

I saw the other post about the same topic, but for some reason I can't post anything on it.. So I made another. I'm going to just copy the other one.. it is the same problem.
I'm currently working on the quest "Getting Even with Garlemald" are unable to use the drainage pipe necessary to continue the quest. When using it the first time the chigoes spawn, I kill them, and then i'm stuck looking at a sparkly pipe that we can't do anything with. I have attempted relogging, not helping the situation.


Time: First encountered around 8:30 GMT -5:00
Frequency: Every time I try to click on the drainage pipe

Class/Level: Arcanist(Summoner)

Steps:
1. Start story quest "Getting Even with Garlemald" and continue until drainage pipe infiltration part
2. Go to drainage pipe
3. Click drainage pipe
4. Kill chigoes after they spawn
5. Drainage pipe is still sparkly. Click it again. Nothing happens. Ever.

I just reached that quest and I'm having the same problem. There goes finishing story this week to get the weekly CT item. :/

Yeah... I'm also having the same problem. I killed the things and now want to continue my quest, but all that happens is for a split second all of my hotbars dim to let me know I can't use an ability, and then go back to normal without progressing the quest.

edit: Also like the others I am on the Leviathan server. This is important I am sure as it appears to have already happened on the balmung server a few months ago...
