I believe it's due to the fact that each gear items has different "weight" / coeficient by which it will conrtibute towards the average item level so you can't simply add all the levels and divide them by amount of items but indeed this would need to be confirmed / clarified by devs.

You can say that but then its not an average level, This system needs proper explanation and/or fixed.

There are actually 13 slots...
Weapon (2H) ilvl goes into both Weapon and Offhand slots
Multipiece armor ilvl goes into all slots that is covered by that armor piece
Lodestone currently shows your THM/BLM so can't check the calculation, but count as I described and check again.

yup that is it so stupidly 2-handed weapons count twice! Some thing needs to be done about that cause its stupid and abit unfair for 2-handed weapons users
Greetings FireHero,
We appreciate you taking the time to report this concern you are having to us. However, since this sounds like a discussion on the current state of gameplay rather than a bug report, I will be closing this particular thread. We welcome you to post about this concern in the "Gameplay" forums in order to discuss changes you would like to done to the game.
