I think at this point it's safe to say Square Enix will crush even our lowest expectations.
What people did not expect an unannounced patch following a producer letter? the circle is compleat
An Aware, Informed, and Critical community is vital for the success of a game.~ John "Totalbiscuit" Bain
As with all letter updates "a, b, c... etc" they act has hot fixes, and sure they might add a feature or two, but it's usually very small... Like B before it, C will server to do more prep work so that on the day 1.18 comes out it won't take forever just to download it.

Fun fact: In the original Japanese text, he makes no mention at all of the possibility of "breaking off content and releasing it early"I do get a little excited... he did say:
In the Letter from the Producer, IX (05/02/2011), maybe 1.17b = 1.17c, see how we go, I guess "me might".1.18 is going to be relatively bigger than previous patches. This means that balancing is going to take more time than usual, and so we’re anticipating a somewhat longer period between patches. Even if we break off some of the content and release it ahead of time in a 1.17b patch (which me might!), 1.18 will still go live sometime in mid-June at the earliest. Sorry for that.

They are not hidden patching anything. 1.18 will come entirely on mid-July.
SE is taking every occasion to make their player more unsatisfied day after day.
What's the difficult of release patch notes before the patch release?????
The reason is that they don't know what they are doing, prolly. <.<'
My 2 cents.

Yeah that makes perfect sense.................................................... not.
Honestly i've got two sides of opinion for this. One hand, i'm becoming impatient and just want to play XIV the way it should've been day 1. On the other, Yoshi and team seem to be literally releasing another game to take the place of XIV (changing everything from battle mechanics, equipment stats, animations, removing physical level and ranks / replacing them with simply exp and levels as far as terminology goes, and more), so its understandable why its taking so long. They are not hidden patching anything. 1.18 will come entirely on mid-July.

Its not that the new team doesnt know what they are doing, its just the end of the pool they decided to jump in was so deep...it's taking awhile to surface.
