I've had the same problems described by many in the thread, but managed to fix it using three seperate fixes.

The first, and most effective was Leatrix's Latency Fix which, as I understand it, increases the rate at which your PC sends updates to the server. For eficiency, normally your PC waits until it has a certain amount of information before sending the packet of data. This fix reduces the amount of information it waitd for (I think. I am by no means a techie and I am open to be corrected).

The second, and also very effective step, is to turn down the graphics setting. I know, I know, my PC can handle this game in its sleep, but getting a solid 90fps makes a huge difference (for my wife's laptop it was the difference between having to move before plumes to being able to wait to actually see them).

The third, is a couple of tweaks to registry settings.

Finally, if you are on a wireless network. Through CMD run ping -t {ip address of your router} keep an eye on it for a couple of minutes. Ping should usually be less than 10 ms. If you see spikes of over a hundred more than once a minute or so, it might be worth downloading WLAN optimiser (some version of windows have this as standard; 7 and 8 don't). This changes how often windows checks for wireless networks, which may be the cause of the ping spikes.

Like I said, not a techie, but these things worked for me (UK based). I used to have to pre-emptively dodge plumes to have any chance of surviving, now I don't exactly have a lot of time, but I never get hit any more.
