    Packet loss at ae-11-11.car2.Montreal2.Level3.net

    I believe that I have found the general IP Address of the US/EU servers in Montreal, at least for Leviathan.
    It seems that FFXIV is connecting to 199.91.189.44, and occasionally .93
    So I ran Pingplotter to see the connection from my computer to the servers, and I saw the following.

    All in all, 14 hops, ~28-30ms roundtrip, which is nice.
    But, I often see 5%-10%-12% packet loss at the 10th hop, which seems to be the 2nd connection in the Montreal servers, address 4.69.141.1
    I imagine that when this one section becomes TOO lossy, I get an instant, magical 90k, or just freeze up for a while and get a delayed 90k.

    Folks at SE, if the servers in Montreal fall under your jurisdiction, could you look into why where are sporadic, but frequent bursts of packet loss at this particular IP address?
    The overall connection is good, but this one hiccup seems to be causing a fair deal of lockups and the occasional system delay... perhaps leading to people flying sideways after clearly dodging landslide.

    Just a thing to note, is there was a large ice storm.

    Without much thought as to any other factor, it's probably still because the storm hasn't been completely handled. Given a few weeks from now I wonder if your packet loss might subside.
