I've seen some robes with Hoods,mainly the new CT ones.
We need a /hood to put them on.

I like your post, but the developers stated already the reason we can't lower or raise hoods from cloaks is because of technical issues with the item. It's considered one piece therefore the hood can't be manipulated like a separate singular helmet (the warrior AF helmet with /visor for example).
I read that as saying either "laziness or ps3 limitations", but I'm not graphics designer nor game developer so I have no idea what it would take to make it so.
The Devs said that, it would cause clipping on the gear for those with hoods down already. The /hood wouldn't work because you have a head piece and would have a hood, with your head piece clipping through the hood.
As for cowls (hoods already raised up) they said they could do this with the darklight, but they would have to redesign the gear as two separate pieces so it would read it every time you did /hood, and they feel time/resources would be better spent on just designing complete new gear sets for us instead.

Hair already has clipping issues with hoods/gear Long Hair on Hyur female with WHM cloak comes to mind....I can see why it would cause issues though, the player model exists still underneath the helm when you wear it and do /visor the hood require "temporary removal" of the players hair ...a coder's nightmare i feel.The Devs said that, it would cause clipping on the gear for those with hoods down already.
