i would like to just throw my two cents in here for all those fios users.

anyways lets get down to business, spoke to fios on a few occasions as well as a level 4 support tech, after going over all my Trace Routes, Pings, etc... they finally told me after my 4th call and i quote the tech "yes, we have known about this issue since the end of December and this issue is within our partner Level3.net, however with this affecting only of our systems this is not high priority but it is being currently worked on. my suggestion to you and this is off the record, if you want to continue playing this game you should really invest into what a lot of people have been doing which is a VPN to re-route your connection to bypass the level3.net partner" after he said that to me i asked him if he wanted to pay for my VPN (i already own a vpn service but thought i would try) and he declined, however at the end of my call he said "let me try to set some options on your modem to fix the issue" and ended up bricking my modem/router leaving me offline for 2 days until a new router arrived from them.
