Tonberry has more English speakers than Japanese speakers, if lodestone stats are to be believed. You can have both no lag and be able to play.
I'm sure this has already been addressed in the thread already, otherwise I'd be concerned. However I'll go ahead and state it again.
They don't put JP only because they hate you and your western origins, they don't do it out of xenophobia or prejudice that you will mess up their run with your tainted genes. They write it because they want to be able to talk with their party members and likely don't speak English, because as much as it may surprise you, not everyone in the world does.
I have never had any problems with Japanese players in FFXI, FFXIV 1.0, or ARR. I speak to them in their language and they're very open to talking back with me, because we can understand each other. If anything, I've seen just as much, if not more baseless racism from westerners towards Japanese players, again, because they see a language they don't understand and get uncomfortable. The auto translation in this game is a bag of crap, it's not a replacement for language comprehension.
Chill out, if you find a party that has JP Only on it, either join and make it clear you are capable of communication or just move on to the next party, because I assure you, not every Japanese player is out to get you for being a foreigner.

Indeed. In order to explain a lot of complex mechanics, you're going to need to go beyond the auto-translate function for certain boss fights. I don't blame them for wanting to avoid the frustration of trying to piece it together via Auto-translate only for it to get lost along the way.
Remember how in FFXI, {Reward} was that BST ability that people threw into their shouts for gil/items on things? I remember hearing in JP that translated more as 'dog treat'. I can only imagine how the auto-translate function screws up long phrases.
The problem is "JP Only" doesn't just mean Japanese language only, but in some cases Japanese people only. I tried being nice and asking a party finder group if I could join (in Japanese) for Ifrit Extreme, which I was well geared for and already experienced. I was turned down because I wasn't 日本人 despite being someone that lives in Japan and can communicate fine. A person's race outside of the game shouldn't matter, and has no place in the party finder. It's fine if they only want people that can speak Japanese. That's what the language selection is for, but phrases such as "WHITE ONLY" or "<INSERT ANY OTHER RACE> ONLY" wouldn't be tolerable, so why is this?
How did they even know you weren't japanese in real life if you spoke fluently japanese? Or was your client set to english?
