If I'm tanking, I'll let the DD know if they should pull something.
If I'm a DD, I'll let the tank pull unless they tell me to pull something.

There could be a lot of factors why they're waiting in between pulls. Maybe they're waiting on TP. Maybe they're waiting on MP. Maybe their controller died. If they're pulling slowly ask them polite why.

It's not just simple courtesy to let the tank pull, it's so the pulls are controlled as much as possible. At least if you let the tank pull, you know the tank is ready. If not, then you're just making everyone's job that much harder.

I like to mark trash mobs before my pulls. If a DD pulls when the mobs aren't marked, then I have to run in and pull the hate off the DD, and chances are the healer gained aggro, then now I have to run back and forth between the healer and DD, along with marking targets, at the same time re-establish hate. Most likely, I'll be spamming Flash, so now my rotation is screwed up.

TL: DR: Let the tank pull so at least you know they're ready, and they can control the situation right from the start. It makes everyone's job that much easier.
