    SMN pet is roughly 33% SMN dmg. Testing Ruin spam on one Striking Dummy v Garuda on obey on another Striking Dummy and Ruin spam is roughly 15-20% stronger than Garuda. I'd say Ruin/Ruin II between DOTs is a nice little chunk of SMN's DPS. The only time you shouldn't cast Ruin/Ruin II between DOTs is if you are low on MP and need to DOT multiple mobs. Since the dmg from DOTs is going to do WAY more dmg and isn't scaled to MP cost compared to the dmg increase. But if you are running into MP issues then you should be casting Energy Drain instead of Fester.

    Shadow Flare is also a DOT and should be renewed every time it expires like the rest of your DOTs whether you use Swiftcast or not. I also don't recommend using Shadow Flare with Swiftcast either. You might boost your DPS by a couple points, but that's pretty minimal. Doing it at the start of the fight is fine, but anyone doing that constantly really doesn't care about the overall benefit of the party and only cares about showing off on a parser. Having Swiftcast available for a quick Summon or Resurrection is far more valuable in case someone decides to go Full Retard.
