Yes, you'll need a copy of both per account. One pc and ps3 version for yourself and One pc and ps3 version for the other.

You: 1 copy of both the PC and PS3 version.
Other: 1 copy of both the PC and PS3 version.

So if you and one other person wish to play together in FFXIV on either system of your choice, you'll need 2 copies of the PS3 version and 2 copies of the PC version total.

...Regardless if you have two seperate Square-Enix accounts or one Square-Enix account with two service accounts, you'll still need that many copies between yourself and one other as each copy when activated is assigned to a specific service account.

Ok, thank you for your answer!
Then I will only play on PC and she will only play on PS3. Better than buying the game 4 times. 2 times is enough, hehe.

But do we need two SE accounts or two service accounts? What's the difference?
I've read that it really works with two service accounts, so why should someone make two completely separate SE accounts?

Both options would require a total of 2 service accounts so either way would work.

...As to why someone would want to have their own SE account?

Because the same service account cannot login multiple times.
So you need a service account for each account that gotta be logged in at the same time, 2 in your case, and a copy of each version for each service account, so 2 PS3 versions and 2 Windows versions. The only thing you can share is the SquareEnix account (same user and pass, payment) since it can hold multiple service accounts.

With each version comes a free month sub, so if you can find a good deal like during the anniversary, it's pretty much a gift.
