When archers shoot they have to pause for a second, they cant shoot while moving, this is probably so you cant kite and do damage easily, never risking any AOE/cone etc hitting you, in this game most monster movement speeds are equal to player movement speed, so their is no risk to AA ranged attacks if it doesnt stop you when you try to hit them.

So if you dont get stopped for moving range is even more OP than before, if you do get stopped, it sucks that you will have some periodic skill binding your movement as long as you are targeting an enemy.
