Threat of Perplexity, unable to progress

In-game time: 3:35 am Eorzea
Area and coordinates: Western Thanalan (24,21)
Steps:
1. Talked to Cocobusi to initiate quest "Threat of Perplexity".
2. Examined dead bodies in river.
3. Cocobusi tells me to go back to "Destination" and wait.
4. Click Destination point and it tells me "level will be synced if above 24". Next I get a message in chat "A system error occurred during event movement." At this point, I am unable to progress the quest.
5. Repeated #4 three times, and then went to the internet to see if others were having this issue.
6. Submitted bug report and decided to log out and back in and try the quest once more before giving up for the night.
7. Logging out resolved the issue and I was able to complete the quest. Leaving this bug report here as logging out of a game to progress seems like a bandaid fix for the real issue.

Including connection and computer specs just so you don't throw out my bug report, but I do not think they are related:
