Add Treasure Map Cooldown Timer

Amazing Idea. Let's make this happen! I am a 50 Fisher and would love to know when my 18 hour timer is up so that I do not fish up a certain type of map that I did not want.

This is exactly what prompted my request. We fisherman do not get the luxury of deciding whether or not to take the map.
