I'm sure the fee is to transfer all your characters from one server to another. Why don't you start your own link shell with people who have similar issues on the server.

I play alone all the time and I don't belong to an fc either! Get all of your crafting jobs to 50! Oh and your gathering jobs too! (Except fishing, dats just boring and useless) make your crafting AF gear too!
We'd hate to loose you on Balmung. I just tried reaching out to you in-game, looks like your offline -- shoot me a /tell or w/e when you're on, maybe my FC would be a fit for you guys. Even if that doesn't work out, were always looking for new friends and would love to help you out with whatever we can!
Best of luck, whatever you decide!

I have noticed, that it certainly is different making friends in this game than in FFXI. Chatting with randoms seldomly works, and even FC chats seem dead at times. Then I got on their voice chat that they have and became aware that it more lively and I have developed friendships.
Seems more and more guilds/FC are using voice chatting services in this day and age and that is how many people communicate. If only the game implemented this feature itself for at the very least dungeons it might not feel so lonely in the world.
I feel you OP, we transferred to a Legacy server as well in hopes that we'll be able to play with more people from 1.0 who introduced us the game, and guess what? Out of 20 people who were there, only 3 are left. Now we're stuck in Legacy server.

I'm member of a fairly small (relatively speaking) FC. We generally have 5-15 players on most of the day. We have no members outside of NA though, so maybe not a good place if you're not in north or South America. However, if you're interested look me up in game! We're a tight group but there's always room for more. You'll find us very helpful and social, never a dull moment where Kindred FC is concerned!
I would vote for finding a FC or LS that fits your style. I don't know how much changing servers would really help in the long run, as this game really does seem to foster a solo/silent play-style. My guess is that other servers are pretty similar.
Sadly, you're stuck on Balmung for now if you want to keep your original characters since legacy servers aren't open to transfer yet. I know you said you're not looking for friends, but I do think the social aspect of this game makes it a lot more tolerable and fun.
