This.If spiny plumes popped without aggro, it would just be glued to healers instead of to the random person. One hit would most definitely not secure aggro for a dps unless they introduced a totally new concept... I think they did well with the implementation, but I'm not a fan of the generic stack debuffs to force double tanks.
Then at 2 stacks, a tank will have to provoke anyway, plus he will now have to actively build enmity on the spiny (else it will just aggro back to the healer). It ends up worse than having that initial enmity.

MT can take Chiralda and Garuda, OT Suprana (kill suprana first). MT should voke and shield lob or rage of Halone combo the spiny every time it pops. Suprana should be dead and off tank should be able to pull the spiny of MT easily (provoke + shield lob or axe throw). This reduces spike damage and makes the fight much more manageable. I have MTd it both ways. It's quite a change in difficulty from previous fights for tanks but with smart use of focus target and cooldowns it is easy with very little practice.
Spinys work how they are now.
For those that have issues fulling spiny of a healer. The spiny will survive an enmity combo from a tank NP and it will stay on ya.

I like the OP suggestion is just to nerf this encounter. Make Spiney pop with no aggro so any DPS can take it with a single hit BUT make it so it doesn't aggro to heals. lol
Some of the suggestions on these forums are ridiculous

I do it a similar way except just to make things easier.... During the tornado phase I make sure to grab Suprana and Spiney > MT vokes it off me at 2 stacks > eye of the storm phase I voke spiney and keep it at the opposite end of where the MT is with Garuda, everyone else stacks on Garudas ass and AOE down the razors. Rinse n repeat. Makes for a very clean run.MT can take Chiralda and Garuda, OT Suprana (kill suprana first). MT should voke and shield lob or rage of Halone combo the spiny every time it pops. You wanna play around with spiny as a dps? Level gladiator to 22 and take off your job soulshard, then you can cross skill provoke

Spiny doesn't need fixing. People just need to accept the fact that just because it can be queued for in DF, doesn't mean the encounter is easy. They are called Extreme modes for a reason. Either form a static, or accept the fact that DF is rolling the dice and you are usually going to lose. If you want a realistic chance at beating some of the hardest content in the game outside T5, then you are going to have to join a static party. It blows my mind that people struggle with this concept still.
OP literally complains about every single primal and about trivial things...

@OP; so Garuda X can't be solo tanked and will avoid a million more threads of "WHY IS SPINY PLUME SO EASY TO GET AGGRO?" popping up on the forums

1 tank, 1 heal, 6 dps

Got a question about Spiny Plume as a Tank, when you Voke off the Spiny Plume, is just a Voke be enough to get Spiny Plume back to you, or does it have to follow by a Shield Lob/ Tomohawk?
Reason I'm asking is because I always Voke it follow by Shield Lob all the time knowing Voke only put you on top of list, but sometime During Tornado Phrase it is too far to Shield Lob so I have to wait for it to come and Shield Lob it. Haven't try just with Voke yet to see if it enough, scared it just gonna run away.
