spiny plume is a simple mechanic, the tank does not need to pull it off of who it aggro's on, although it helps. in reality tho it can aggro on anyone and as long as they know when to kill it your group should be fine
in my experience the spiny plume is rarely what causes my groups grief. melee's dodging and being able to navigate tornados on the other hand...

The smartest tanks I've seen in Garuda EX have let spiny get to 2 stacks on whoever gets initial aggro (usually a healer) on it before pulling it off. This strategy means that there will always be at least 3 people in the party cycling through spiny stacks. And usually the OT will have spiny before we need to explode it so that the OT can decide on a good place to explode it.

Its not rocket surgery. Tanks have had it pretty easy up until EX primals. The only real challenge for tanks had been coil and even then, peeps found a way to faceroll Turn 2. Split the sisters and trade spiney after two stacks. When playing DPS, I prefer spiney to go to the tank W/O the sister thats being dps'd but any dps worth their weight in salt is going to know when/when not to AoE.
Nothing about this encounter needs to be fixed.
I hate that damn spiny plume. problems include:
-players in shield not being counted as in shield even though they are standing in it way before she blasts
-spiny runs back to MT even after provoke/shield lob or gets stuck to a healer and wont' come off
We got her down to 20% before a server hiccup caused us to wipe due to it not registering players inside the shield despite getting in there in time. Just one tiny mistake...and it may not even be your parties fault...and it's over.

MT can take Chiralda and Garuda, OT Suprana (kill suprana first). MT should voke and shield lob or rage of Halone combo the spiny every time it pops. Suprana should be dead and off tank should be able to pull the spiny of MT easily (provoke + shield lob or axe throw). This reduces spike damage and makes the fight much more manageable. I have MTd it both ways. It's quite a change in difficulty from previous fights for tanks but with smart use of focus target and cooldowns it is easy with very little practice.
Spinys work how they are now.
For those that have issues fulling spiny of a healer. The spiny will survive an enmity combo from a tank NP and it will stay on ya.

I do it a similar way except just to make things easier.... During the tornado phase I make sure to grab Suprana and Spiney > MT vokes it off me at 2 stacks > eye of the storm phase I voke spiney and keep it at the opposite end of where the MT is with Garuda, everyone else stacks on Garudas ass and AOE down the razors. Rinse n repeat. Makes for a very clean run.MT can take Chiralda and Garuda, OT Suprana (kill suprana first). MT should voke and shield lob or rage of Halone combo the spiny every time it pops. I like the OP suggestion is just to nerf this encounter. Make Spiney pop with no aggro so any DPS can take it with a single hit BUT make it so it doesn't aggro to heals. lol
Some of the suggestions on these forums are ridiculous
You wanna play around with spiny as a dps? Level gladiator to 22 and take off your job soulshard, then you can cross skill provoke

Spiny doesn't need fixing. People just need to accept the fact that just because it can be queued for in DF, doesn't mean the encounter is easy. They are called Extreme modes for a reason. Either form a static, or accept the fact that DF is rolling the dice and you are usually going to lose. If you want a realistic chance at beating some of the hardest content in the game outside T5, then you are going to have to join a static party. It blows my mind that people struggle with this concept still.
